Modi had urged Chinese President Xi Jinping to make a “fair and objective” assessment of India’s application which was before the Seoul plenary as the two leaders met on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit in Tashkent, Uzbekistan.
The plenary meeting of the nuclear trading club ended today with no decision on India’s membership bid as divisions persisted over admitting non-NPT members with China leading the opposition to it.China says world nuke system will collapse if non-NPT India gets NSG berth. Hua’s remarks came a day after Prime Minister Narendra Modi sought China’s support for India’s NSG membership.
China, acting in concert with Pakistan, has thrown a spanner in the works for India, by linking New Delhi’s candidacy to Islamabad’s. NSG operates by consensus and all its current members are signatories to the Nuclear Non-Proliferation Treaty.
The latest news confirms a change in China's thinking on the subject and given clear indication that it is willing to consider India's entry in the NSG Club soon. Now the million $ question that remained unanswered, what forced China to amend its view all of a sudden ? Is it success of Indian diplomacy or Modi's economic diplomacy ?
एनएसजी पर भारत से बातचीत को तैयार चीन, चीन के उप विदेश मंत्री ली बाओदोंग ने शी के इस हफ्ते होने वाले भारत दौरे के बारे में मीडिया को जानकारी देने के दौरान यह बात कही। उन्होंने 48 सदस्यीय एनएसजी में नए सदस्यों को शामिल करने पर सर्वसम्मति बनाए जाने की जरूरत पर बल दिया। यह पूछे जाने पर कि ब्रिक्स सम्मेलन से इतर प्रधानमंत्री नरेंद्र मोदी और शी की मुलाकात के दौरान एनएसजी में भारत को शामिल करने के मुद्दे पर क्या कोई प्रगति हो सकती है, इस पर ली ने कहा कि नियमानुसार एनएनजी में नए सदस्यों को शामिल करने के लिए सर्वसम्मति बनाए जाने की जरूरत होती है।
जब ली से परमाणु व्यापारिक क्लब में भारत के शामिल होने के मसले पर चीन के नकारात्मक रूख के बारे में सवाल पूछा गया तो उन्होंने कहा कि इन नियमों पर फैसला अकेले चीन नहीं करता है। इस मुद्दे पर चीन और भारत के बीच अच्छा संवाद बना हुआ है और सर्वसम्मति बनाने के लिए हम भारत के साथ बातचीत करने को तैयार है। हमें उम्मीद है कि इस बारे में भारत एनएसजी के अन्य सदस्यों से भी बात करेगा।
चीन के राष्ट्रपति शी चिनफिंग इस हफ्ते भारत दौरे पर आएंगे। भारत में वे गोवा में होने वाले ब्रिक्स सम्मेलन में भी शरीक होंगे। चीन के विदेश मंत्रालय की ओर से दी गई जानकारी के मुताबिक 13 से 17 अक्तूबर के इस दौरे में शी सबसे पहले कंबोडिया जाएंगे, उसके बाद बांग्लादेश जाएंगे और अंत में ब्रिक्स सम्मेलन में भाग लेने के लिए गोवा पहुंचेंगे।
गोवा में शी की मुलाकात प्रधानमंत्री नरेंद्र मोदी समेत कुछ अन्य नेताओं से भी होगी जिसमें बिम्सटेक (बांग्लादेश, भूटान, नेपाल, श्रीलंका, म्यांमा और थाईलैंड) के राष्ट्र प्रमुख भी शामिल हैं। इन सभी को गोवा सम्मेलन के लिए आमंत्रित किया गया है।
बैठक में ब्रिक्स देशों ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रीका और बहु क्षेत्रीय तकनीकी और आर्थिक सहयोग हेतु बंगाल की खाड़ी पहल (बिम्सटेक) देशों के 11 राष्ट्र प्रमुख शामिल होंगे। अधिकारियों के मुताबिक ब्रिक्स सम्मेलन 15 अक्तूबर से शुरू होगा और अगले दिन इसका समापन होगा जिसमें बिम्सटेक देश भाग लेंगे।
